There remains to consider whether the Colony

can rely with any confidence on a continuous succession

of loyal Chinese residents who could worthily be

appointed to the Council and secondly the possible dis-

advantages of such an appointment to the Council itself

(I am bound to say that these strike me as formidable).

I assume that you have already weighed these considera-

tions.
